Committee for Support of Russian President’s Reforms Proposes a New Model of Humanitarian Cooperation to Friendly Countries

Moscow, 25.02.2026. — The Committee for Support of Russian President’s Reforms has launched an initiative to scale up the successful experience of bilateral cultural and educational cooperation to other friendly nations. The organization has unveiled the concept of an International Center for Culture and Education (ICCE) — a universal platform designed to serve as a bridge for developing humanitarian ties, strengthening trust, and fostering mutual understanding between peoples.

This initiative builds on years of successful experience in implementing Russian-Chinese projects in culture and education, which have proven their effectiveness and gained broad support from both government bodies and the public. The proposed model combines best practices and innovative approaches while remaining flexible and adaptable to the national characteristics and priorities of each partner country.

"In the era of a multipolar world, people's diplomacy and humanitarian cooperation acquire special significance. Culture and education are the universal language capable of uniting people, creating a foundation for long-term trust and mutually beneficial partnership. Our committee, which unites experts and public figures sharing the strategic course of the country's development, considers the development of humanitarian ties as one of the priorities of its activities," noted Mutorov Pavel, Deputy Chairman of the Committee.

Key Areas of Activity of the International Center for Culture and Education:

An important feature of the proposed model is the principle of parity and reciprocity: the Center's activities involve symmetrical development in both countries, where each side acts simultaneously as both host and contributor. This allows for building truly equal and long-term partnerships.
