Committee Management

A statesman and academic, architect of the foundational market and crisis-management institutions of modern Russia. In the 1990s, in the capacity of Deputy Chairman of the Government of the Russian Federation and Chairman of the State Property Committee, he directly oversaw the establishment from scratch of the federal insolvency system, the launch of the enterprise financial rehabilitation programme, and the monetary phase of privatization.

He possesses a documented record of crisis recovery of strategic infrastructure facilities and is the founder of the national academic school of crisis management.

Currently, he combines leadership of specialized research institutes and the Higher School of Tariff Regulation at the Plekhanov Russian University of Economics with membership in the Board of Trustees of the Committee for Support of Russian President's Reforms. He serves as a strategic expert on institutional development, antitrust policy, and economic security.

Since 2014, he has been ensuring the operations of an organization accredited under the United Nations, whose mandate encompasses monitoring the implementation of presidential initiatives, expert support for socio-economic reforms, and the development of international public dialogue at the level of a constituent entity of the Russian Federation.

He possesses a documented record of public administration and interregional coordination. In 2008–2012, by appointment of the Administration of the President of the Republic of Bashkortostan, he served as Deputy Head of the Representative Office of the Republic of Bashkortostan in the Khanty-Mansi Autonomous Okrug – Yugra, where he facilitated trade growth and industrial cooperation between the two regions. Prior to transitioning to public and state service, he managed production and financial entities in the oil-and-gas and environmental sectors, advancing from design engineer at oil-and-gas machinery enterprises to Chief Financial Officer of an industrial company.

He is an official consultant of the World Intellectual Property Organization (WIPO) and the United Nations Office for Project Services (UNOPS, UN ID: 715173).

Curator of international cooperation. He possesses a documented record of building sustainable ties between government institutions and the business community in Asia and the Middle East. Since 2024, he has served as the Russian curator of the Russian-Chinese Cultural and Educational Center "New Era" in Beijing and leads the launch of digital platforms for trade and economic cooperation between the Russian Federation and the People's Republic of China.

He is an official consultant of the United Nations Office for Project Services (UNOPS) and the World Intellectual Property Organization (WIPO, UN ID: 571997).

He specializes in building sustainable business and institutional ties between Russia and the countries of Asia, Europe, and the Middle East, as well as in launching bilateral projects in the interests of the Russian economy.
